All-Ukrainian Scientific and Practical Conference with International Participation
“The Formation and Development of the Rule of Law: Issues in Theory and Practice”

The purpose of the event is to present theoretical and applied research findings on the establishment and development of the rule of law; to foster connections between representatives of legal scholarship and legal practice; and to engage students and young scholars in research;
A brief summary of the most significant scientific achievements obtained over the past 3–5 years in the relevant field, including the universities and research institutions that were involved in the collaboration.
Over the past five years, the number of Ukrainian higher education institutions whose representatives have become regular participants in the conference has expanded; this includes Kharkiv National University of Internal Affairs, the National University “Odessa Maritime Academy,” Odessa National University named after I.I. Mechnikov, the Ivan Chernyakhovsky National Defense University, the Volodymyr Vynnychenko Central Ukrainian State Pedagogical University, the Kharkiv University of Economics and Law, and others.
In 2017–2018, the conference was designated an international event for the first time, as ties were established with universities in the Republic of Belarus and the People’s Republic of China, and participants from Turkmenistan were invited. Efforts to identify international partners are ongoing.
Over the past 2–3 years, the Department of Law at the National University of Kyiv has established cooperation with the Department of Maritime Law at the National University “Odessa Maritime Academy” in the field of maritime law, which has taken the form of an exchange of expertise and the joint participation of faculty and students in conferences organized by the National University of Kyiv and the National University “Odessa Maritime Academy,” including in the section “Maritime Law. Public International Law. Private International Law” of this conference.
As a result of the work carried out at the National University of Shipbuilding, the Department of Law was reorganized on March 1, 2017, into the Department of Maritime and Commercial Law, and the Faculty of Maritime Law was established. Starting in the 2017–2018 academic year, the NUO launched its first master’s program, whose curriculum included such courses as “Current Issues in International Maritime Law,” “Port Law,” and “Public Administration in the Maritime Sector.”
Over the past five years, courses such as “Legal Regulation of Activities in the Port Sector,” “Fundamentals of Maritime Law and Regulatory Framework for Ship Security,” and other courses related to maritime law have been included in the curricula of technical programs for the first time.
