The research findings have been incorporated into the Concept for Economic Reform and Socio-Economic Development of the Mykolaiv Region.

Core courses: insurance, insurance management, finance, financial risks, financial risk management, fintech innovations in the business environment.

Research Interests: financial and legal architecture and the management of large socio-economic systems.

Member of the Steering Committee for Scientific and Development Cooperation between the Admiral Makarov National University of Shipbuilding and Aalborg University (NUoS/AAU).

Scientific Advisor to the Ukrainian Shipbuilders' Association "UKRSUDPROM".

Member of the National Union of Journalists of Ukraine.

Advisor to the Head of the Mykolaiv Regional State Administration.

 

Professional experience:

1. Academic and educational field:

Since 2004 – Lecturer, Senior Lecturer, Associate Professor in the Department of Finance and Accounting.

In 2016, a team of students led by A.I. Zinchenko won the Mykolaiv Regional Tournament for Young Financiers, held at Mykolaiv National Agrarian University.

In 2011, he chaired the organizing committee and the jury and ensured the high-quality organization of the finals of the All-Ukrainian Professional Skills Competition for students of vocational and technical educational institutions in the field of “Agricultural Machinery and Equipment Repair Technician,” which was held in the Mykolaiv region pursuant to an order from the Ministry of Education and Science of Ukraine.

In 2009, he served as a public observer for the external independent assessment of academic achievement among graduates of general education institutions, as certified by the Ukrainian Center for Educational Quality Assessment.

In 2003 — Certification as an English-speaking instructor for the "Applied Economics" course at Junior Achievement Ukraine.

Over 20 years of experience in research and teaching.

  

2. Management:

Deputy Head of the Department of Education and Science of the Mykolaiv Regional State Administration; Master’s degree in Public Administration.

Over 10 years of public service experience.

 

3. Other professional and community activities.

Independent expert at the Mykolaiv Regional Development Agency.

Member of the Mykolaiv Regional State Administration’s working group on updating the Mykolaiv Region Development Strategy for the period up to 2027.

Member of the Executive Body of the Regional Office for International Cooperation of the Mykolaiv Regional State Administration

Member of the Mykolaiv Regional State Administration’s working group on cooperation with the Kingdom of Denmark regarding the reconstruction and development of the Mykolaiv region.

Member of the Scientific and Technical Council of the Mykolaiv Region Informatization Program.

A regular guest on television programs discussing the most important social issues.

Author of over 100 articles in academic journals and the media, including on finance.ua, among others.

 

Professional development:

2024 Certificate from the course “EU Law” at Leibniz University Hanover, Faculty of Law (Germany), the Ministry for Federal and European Affairs and Regional Development of the German state of Lower Saxony, and Admiral Makarov National University of Shipbuilding in Mykolaiv (Ukraine).

2022: Professional development course at the University of Applied Sciences Weihenstephan-Triesdorf (Germany) on the topic “Methods of simplified scheduling and automation of enterprise planning processes using the MAX software.”

2021: Professional development course on “Developing a System for Ensuring Academic Integrity in Educational Institutions” at Sumy State University.
