DEPARTMENT OF TECHNOLOGICAL AND CIVIL SAFETY

   In everyday life—at work, at home, on vacation, while traveling, and in various situations—modern people may expose themselves to various dangers. Therefore, one of the main and most important functions of any state is to protect the population, economic facilities, and the country’s territory from emergencies of a natural, man-made, military, or socio-political nature. However, in addition to assistance from the state, individuals themselves must possess the knowledge, experience, skills, and readiness to act in any unexpected and unforeseen situations.
At the turn of the millennium, the issue of safety became one of the most pressing concerns for the world; society and the international scientific community recognized that, at the current stage of civilization’s development, scientific and technological progress not only fails to guarantee complete safety for humanity, but often the results of such activities lead to emergencies due to anthropogenic impact on the environment, technological and equipment shortcomings, and human error.
Given the ever-increasing pace of modern life, the introduction of cutting-edge technologies, and the use of specialized equipment, there is a growing need to address issues related to public safety and to educate the public on civil defense and safety practices.
In accordance with the requirements of the National Council on Public Safety of Ukraine and Order No. 182/200 of the Minister of Education of Ukraine dated June 20, 1995, “On the Teaching of Life Safety (LS) and Civil Defense (CD),” the teaching of these subjects was introduced in all higher education institutions in Ukraine.
Students at the Mykolaiv Shipbuilding Institute began studying civil defense in 1963. A civil defense course was organized at the Naval Department, which later evolved into a civil defense program. The heads of the program were: from 1963 to 1967, Georgy Sergeyevich Nesterov; from 1967 to 1969, Boris Ivanovich Yankovich; from 1969 to 1972, Konstantin Nikolaevich Yermakov; from 1973 to 1986, Alexander Vlasovich Tkachenko; and from 1986 to 1996, Arkhangelsky, Gennady Leonidovich, from 1996 to 1999. Faculty members B.I. Yankovich, A.V. Tkachenko, and K.N. Yermakov made significant contributions to the creation and development of these disciplines. The models, display stands, and classroom equipment were created by instructors O.M. Maslennikov and V.N. Latiy.
Subsequently, the development of the discipline and the improvement of the educational and material resources were also overseen by faculty members V.V. Svistunov, M.V. Zenthal, G.L. Arkhangelsky, R.N. Khusnutdinov, and S.K. Khlopenko, as well as staff members T.B. Bugaenko and T. Spivak. V.
To address the tasks set forth in the decision of the Academic Council of the Ukrainian State Maritime Technical University dated July 3, 2000, and approved by the minutes No. 5 of the Ministry of Education and Science of Ukraine dated May 30, 2000, No. 60-02/984, the university established the Department of “Life Safety and Civil Protection” (Rector’s Order No. 173 dated August 27, 2000). Candidate of Technical Sciences, Associate Professor V.O. Mykhailiuk was appointed head of the department. In 1988, Associate Professors V.O. Mykhailiuk, S.M. Litvak, and V.M. Donii wrote and published one of the first textbooks in Ukraine on life safety, which was approved by the Ministry of Education of Ukraine.
Throughout its history, significant contributions to the development of the department, the creation of curricula and textbooks, and the improvement of teaching resources have been made by V.A. Dubinin, Ph.D., Associate Professor; O.Yu. Savina, Ph.D.; M.S. Kryva, Ph.D.; P.V., lecturers V.I. Izotov, V.G. Pinin, G.A., Sukovitsyn A.M., and Marmazinsky O.A.; Department Heads Koziretska S.O. and Zholobenko N.Yu.; Laboratory Head Baburina N.V.; and laboratory assistants Klinchev D.I., Raskin V.D., and Moroz N.S.Markina L.M..jpg As of September 1, 2017, the department has been renamed the "Department of Technological and Civil Safety" (Rector's Order No. 448k); Dr. of Technical Sciences, Associate Professor, and Professor at the National University of Kyiv has been appointed as the head of the department Markin Lyudmila Nikolaevnawho works at the Admiral Makarov National University of Shipbuilding (NUK) in the field of “Environmental Safety.” She has made significant scientific contributions to the development of theoretical and practical foundations for the utilization of high-molecular-weight organic waste through multi-loop circulating pyrolysis to produce alternative fuels. Head of the Center for Pyrolysis Technologies at the Research Institute of “Environmental Problems and Energy Conservation” at the Makarov National University of Shipbuilding.

У 2009 р. Людмила Миколаївна отримала Премію Верховної Ради України найталановитішим молодим ученим в галузі фундаментальних і прикладних досліджень та науково-технічних розробок за роботу: «Комплексне вирішення питань поводження з органічними побутовими відходами на основі енергозберігаючих та екологічно чистих інноваційних технологій».
Кафедрі спільним наказом Міністерства освіти і науки та МНС України надано право викладання трьох дисциплін для студентів усіх форм навчання і спеціальностей університету: «Безпека життєдіяльності», «Охоронні заходи на судні» — при підготовці бакалаврів, «Цивільний захист» — при підготовці спеціалістів та магістрів.Навчання студентів проводиться в чотирьох спеціалізованих аудиторіях, оснащених лабораторними устаткуванням, технічними засобами навчання, інформаційними стендами, тренажерами серцево-легеневої реанімації.
За час існування на кафедрі було розроблено та використано у навчальному процесі все необхідне для становлення навчального підґрунтя, а саме: робочі програми з дисциплін, що викладаються; опорні конспекти всіх видів занять на паперовому та електронному носіях; методичні вказівки для виконання розрахунково-графічних, курсових, практичних та лабораторних робіт; наочні посібники (відеофільми, презентації, плакати, тощо), засоби поточного та підсумкового контролю.
Викладачі кафедри активно займаються науковою та науково-методичною роботою над темами: «Врахування негативного впливу сучасних технологічних процесів виробництва на безпеку життєдіяльності людини та довкілля інформаційними методами», «Зменшення наслідків нафтового забруднення гідросфери шляхом удосконалення відцентрових розподільників», «Визначення негативного впливу сучасних технологічних процесів виробництва на безпеку життєдіяльності людини та довкілля геоінформаційними методами»,«Дослідження умов реалізації захисної функції складових культури безпечної життєдіяльності соціуму», «Утилізація твердих побутових органічних відходів», «Ціннісно-орієноване протиризикове управління портфелями наукомістких проектів підприємств».
Результати наукових досліджень систематично обговорюються на науково-методичних конференціях міжнародного та всеукраїнського рівня, які проводить кафедра. З 2008 р. кафедрою систематично проводяться всеукраїнські науково-методичні конференції за напрямами «Актуальні проблеми цивільної безпеки» та «Безпека життєдіяльності людини та техногенна безпека».
На кафедрі організовано регулярне підвищення кваліфікації викладачів вузів різних регіонів України з дисциплін «Безпека життєдіяльності» та «Цивільний захист».
Кафедра надає наукову та практичну допомогу міському управлінню Державної служби з надзвичайних ситуацій України.
Кафедра активно співпрацює з іншими спорідненими кафедрами: з Національним авіаційним університетом, Національним технічним університетом України «Київський політехнічний институт імені Ігоря Сікорского”, Одеським Національним університетом ім. Мечнікова, Національним технічним університетом «Харківський політехнічний інститут», Національним університетом «Львівська політехніка» тощо.

The department’s staff have repeatedly been awarded honorary distinctions, diplomas, and certificates for their significant contributions to improving the educational process and their work in guiding students. The faculty members serve as adjunct members of the calculation and analysis group of the Mykolaiv City and Regional Emergency Situations Administration. The department has received commendations and awards for the high level of preparation of students for academic competitions in the disciplines of “Life Safety” and “Civil Protection” at both the national and international levels.
The department actively participates in the university’s sports and community life and organizes various events for students.It actively works to encourage students, cooperates effectively with the NUO administration, and engages in outreach and career guidance activities for high school graduates.
The department’s faculty members are guided by a single goal—to teach students how to protect their health and lives in both work and leisure settings, and to instill in them a sense of responsibility toward issues of personal and collective safety.
