    The Institute of Correspondence and Distance Education (IZDO) was established as part of the Admiral Makarov Ukrainian State Maritime Technical University by Order No. 301 of the Ministry of Education and Science of Ukraine dated July 11, 2000. The initiative to establish this unit came from Professor Oleksandr Oleksandrovych Mochalov, who also became its director. By order of the university rector No. 279k dated April 20, 2005, the Department of Distance Education was established, and in December 2006, the IZDO Distance Learning Laboratory was opened to provide technical and informational support for the implementation of distance learning technologies and methodologies
In accordance with the Law of Ukraine “On Higher Education” dated July 1, 2014, No. 1556-VII, and the decision of the Academic Council of NUK dated July 3, 2015, Minutes No. 6, the Institute of Correspondence and Distance Learning (IZDO) was reorganized into the Educational and Scientific Center for Correspondence and Distance Education (ESCCDE). Dr. O.O. Mochalov, Professor, was appointed head of the center.

The structure of the National Center for Educational Development includes:

 

— Department of Educational and Methodological Work at the National Center for Vocational Education and Training and its affiliated units — Head: Viktoria Germanivna Levenets.

— Distance Learning and Research and Teaching Division — Head: Serhiy Stanislavovych Koval;

— Innovative Educational Technologies Sector — Head: Pavlo Oleksandrovych Stepanov;

The center’s main objectives in the area of correspondence and distance learning:

— improving the distance learning system to meet the immediate and long-term needs of businesses in the city, the region, and the area as a whole;

— developing and improving curricula for academic majors (educational programs);

— monitoring the quality of educational activities and the quality of higher education;

— implementing a distance learning system and ensuring its effective operation to educate students in relevant fields of study, with the aim of providing personnel for specialized industry enterprises in other regions of Ukraine;

— ensuring high-quality education for students in part-time and distance learning programs in accordance with national standards, through the implementation of innovative technologies and drawing on domestic and international experience;

— improving teaching methods at the National Center for Distance Education, with a focus on developing distance learning components;

— organizing and ensuring an effective quality control system for all types of classes, consultations, and ongoing and final assessments of student knowledge conducted by the center’s faculty;

— developing methods and implementing automated monitoring and analysis of the quality of instruction and the academic performance of part-time students;

— improving cooperation with universities holding Level I and Level II accreditation, ensuring the alignment of curricula and course syllabi for accelerated degree programs;

— participation in national and regional distance education development projects;

— continuing the development of specific components of distance learning technology (e-textbooks, educational programs, multimedia lecture demonstrations, virtual laboratory exercises, and testing programs); developing and improving a system to protect against unauthorized copying and falsification of assignment results;

— further implementation and ensuring the effective operation of the distance learning platform, as well as monitoring modern software for conducting distance learning activities;

— improving the system of instructional support for part-time students, and compiling an electronic database of individual instructional materials for all academic disciplines;

— developing criteria for compliance with national higher education standards for distance learning courses, and creating a methodology for designing distance learning courses that takes into account the criteria for meeting certification requirements;

 

— the development and implementation of modern educational technologies and methods.
