History

For more than 25 years, the Admiral Makarov National University of Shipbuilding has been training lawyers. 

The history of the “Law” program at the National University of Shipbuilding dates back to the Department of Jurisprudence, which played a key role in the founding and development of the law school at the Admiral Makarov National University of Shipbuilding. 

In early February 1993, Mikhail Nikolaevich Alexandrov, Doctor of Technical Sciences and professor, rector of the Mykolaiv Shipbuilding Institute, raised the issue of establishing a new major in law and training legal specialists in the field of maritime law, given that maritime transport plays a special role in Ukraine’s economy. 

On May 17, 1994, the Ministry of Education of Ukraine issued an Opinion stating that: “The curricula and educational programs of the Mykolaiv Shipbuilding Institute provide for the training of legal professionals. The Scientific and Methodological Commission on Jurisprudence of the Ministry of Education of Ukraine considers it possible to issue a license to the Mykolaiv Shipbuilding Institute for the training of legal professionals, with the awarding of a bachelor’s degree to its graduates.” 

Thus, May 17, 1994, is considered the founding date of the new law program at Admiral Makarov National University of Shipbuilding. The first class of students to graduate with a degree in “Jurisprudence” from the university took place in 1999. Since then, more than 1,500 law students have graduated from our university.

These professionals are now successfully employed; among them are: a judge of the Supreme Court of Ukraine, more than 35 judges, attorneys, notaries, court and maritime agents, as well as specialists who head crewing companies and work successfully within them.

By involving leading scholars and practitioners in the fields of maritime, international, and transport law in its training programs, the Admiral Makarov National University of Shipbuilding is able to provide Ukraine’s maritime sector with highly qualified lawyers.

Our university’s extensive experience in training specialists in maritime law has highlighted the need to establish a research center focused on the legal regulation of the maritime sector in Mykolaiv. It was for this very purpose that the Faculty of Maritime Law was established at Admiral Makarov National University of Shipbuilding and is currently operating successfully. The faculty conducts research—unique in Ukraine—on the legal regulation of maritime safety and the protection of maritime spaces, as well as the legal status and regime of maritime spaces, seaports, and river ports.

Today, the faculty comprises three departments: the Department of Maritime and Commercial Law, the Department of Administrative and Constitutional Law, and the Department of Theory and History of State and Law.

The department has two laboratories—the Forensic Laboratory and the Legal Clinic Laboratory—which provide practical training for future lawyers.
