The Department of Administrative and Constitutional Law of the Faculty of Maritime Law at Admiral Makarov National University of Shipbuilding was established on March 1, 2017, pursuant to Order No. 121k of the Rector of Admiral Makarov National University of Shipbuilding dated February 27, 2017.

The key objectives of the Department of Administrative and Constitutional Law include:

‒ conducting educational activities in accordance with educational programs for training specialists in a particular field, and implementing the curricula and course syllabi assigned to the department;

‒ the development of teaching materials for the educational process;

‒ conducting scientific research to gain new knowledge;

‒ conducting high-quality educational work among students;

‒ detecting and preventing instances of academic misconduct.

The department’s faculty consists of experienced professionals who possess not only theoretical but also practical expertise. For their dedicated work and outstanding achievements, the faculty members have repeatedly been recognized by the University administration, regional government authorities, the Ministry of Education and Science of Ukraine, and other agencies.

The faculty members of the department teach courses at the (first) bachelor’s and (second) master’s levels of higher education. The department offers degree programs at the second (master’s) level of higher education.

Modern information technologies are actively used in the learning process, and classes are conducted using multimedia and other innovative tools.

The faculty members of the department teach the following required courses: “Introduction to the Major: Legal Ethics”; “Organization of Judicial and Law Enforcement Bodies”; “Constitutional Law of Ukraine”; “Administrative Procedure”; “Financial Law”; “Military Law”; “Constitutional Procedure”; “Constitutional Law of Foreign Countries”; “Administrative Law”; “Current Issues in Mediation and Other Legal Instruments”; “Issues in Administrative Justice”; “Constitutional Proceedings.”

The main areas of research activity for the department’s academic and teaching staff are:

– the preparation of educational and academic materials, including textbooks, study guides, monographs, lecture notes, academic articles, etc.;

– participation in national and international scientific and practical conferences;

– completing internships at educational institutions in Ukraine and abroad;

– collaborating with government agencies, local authorities, and academic institutions by organizing and hosting roundtables, symposia, conferences, seminars, and similar events;

– encouraging students to participate in academic work and other research activities.

The department’s research activities are conducted in accordance with the faculty’s research focus:“Reforming Public Administration in Ukraine: Current Status and Prospects in the Context of European Integration” 0122U200067.

The department is a co-organizer of the International Scientific and Practical Conference “The Formation and Development of the Rule of Law: Issues in Theory and Practice,” which is held annually at the Faculty of Maritime Law.

As part of its international cooperation efforts, the department actively participates in webinars organized by the Transjus Institute (Director: Dr. Mónica Navarro-Michel) and the Faculty of Law at the University of Barcelona for Ukraine (Coordinator: Dr. Olga Tylchik). The series of webinars offered by our partners is aimed at promoting academic and educational opportunities for students and researchers residing in Ukraine. Each webinar features experts from various fields related to law, social and public affairs, technology, and more.

In 2025, the Department of Administrative and Constitutional Law launched a research club for university students called “Rights Defender.” It operates within the framework of the department’s research activities, in accordance with the approved plan for the department’s research work. The main goal of the society is to bring together students interested in issues of administrative, constitutional, financial, and information law, as well as the constitutional process and administrative justice.

The club’s activities include organizing and hosting academic conferences, thematic meetings, and discussions, as well as other events aimed at developing the participants’ academic competencies. Students actively participate in international and national scientific and practical conferences, and publish their papers in proceedings under the guidance of department faculty members.

The department operates the NUK Forensic Laboratory.
