The Department of Computer Technologies and Information Security (CTIS), established on the basis of the Information Security Technical Protection Section (ISTP) of the Department of Electrical Equipment, is responsible for training specialists in the field of study 125, “Cybersecurity,” at the Admiral Makarov National University of Shipbuilding. The Department of Computer Technologies and Information Security (CTIS) is responsible for training specialists in the field of Cyber Security (Specialty 125) at the Makarov National University of Shipbuilding. The department was established on December 5, 2017, based on the Technical Protection of Information (TPI) section of the Department of Ship Electrical Equipment and Information Security (SEE and IS).
The Department of Computer Technology and Information Security is one of the youngest departments at the university, but it has extensive experience in training specialists in information security.

The history of the KTIB Department began in 1996 with the establishment of the “Technical Information Protection” specialization within the Department of Marine Electrical Equipment (MEE) at the university, on the initiative of the head of the State Service for Technical Information Protection of Ukraine, Major General Y.O. (a 1972 graduate of the SEE Department) under the leadership of Doctor of Technical Sciences, Professor V.S. Blintsev.
The training of specialists in technical information security was launched as a specialization within the existing major “Electrical Systems and Complexes of Transport Vehicles.” Subsequently, following the development of technical and methodological support, a new engineering major in Ukraine, “Protection of Restricted-Access Information and Automation of Its Processing in Computer Systems and Networks,” in the field of “Information Security,” which successfully underwent accreditation in 2004 and 2008 and has now been transformed into specialty 125 “Cybersecurity.” Within this field, all faculty members of the Department of Computer Technology and Information Security conduct research in close cooperation with the Mykolaiv Office of the State Service for Special Communications and Information Protection.
The expertise developed by the faculty and students of the Information Security Section was put into practice through the organization of their own thematic conference, “Current Issues in Information Security in Transportation.” Held for the first time in 2011, the conference immediately demonstrated its relevance, with participants including representatives from various academic institutions in Ukraine as well as international scholars.
In response to the significant interest shown by the student community in the conference, a separate section titled “School of Young Scholars” was created—at that time the only one among the conferences held by Admiral Makarov National University of Shipbuilding that was entirely dedicated to students’ academic achievements.
The first head of the Department of Marine Electrical Engineering (as a separate unit; December 2017 – February 2020) was Dr. Alexander Vladimirovich Blintsov, a 2004 graduate of the Department of Marine Electrical Equipment (MEE) at Admiral Makarov National University of Shipbuilding, specializing in “Protection of Restricted Information and Automation of Its Processing in Computer Systems and Networks.”
In February 2020, Associate Professor S.M. Nuzhny was appointed head of the department; prior to this, from 2010 to 2017, he had headed the “Information Security” section within the Department of Electronic Systems and Information Security.
Since 2018, the department has initiated work on three research projects (for internal use), successfully completed three accreditation reviews, organized and held a scientific and technical conference, and seen its students win awards at national student events: a student research competition and an academic Olympiad.
The work of the faculty members of the Department of Computer Science and Information Technology is reflected in their students’ achievements. Over the past five years, five students in this program have received named scholarships, including the President of Ukraine Scholarship on two occasions (D.O. Nechuev – 2019, V.V. Zolotchenko – 2021), the V.M. Buznik Rector’s Scholarship, and two scholarships from the mayor.
Through sustained work in established research fields, students in the section have earned national recognition. Each year, students submit papers to the All-Ukrainian Student Research Competition in both the field of “Information Security” and related fields in other disciplines.
Among the top achievements in the All-Ukrainian competition, the following are particularly noteworthy:
– 2012: Lviv Polytechnic National University (Lviv) – 1st place in the All-Ukrainian Competition of Student Research Papers in the field of knowledge 1701 “Information Security” and two certificates for the best research projects;
– 2013: Lviv Polytechnic National University (Lviv) – 1st place in field of study 1701 “Information Security” and a certificate for the best theoretical research;
– 2013: National University of Shipbuilding (Mykolaiv) – 1st and 3rd place in the field of “Shipbuilding and Water Transport”;
– 2013: Sevastopol National Technical University (Sevastopol) – 1st place in the field of “Computer Science, Computing, and Automation”;

Students in the Information Security Section demonstrate the depth of their theoretical training and their ability to apply the knowledge and skills they have acquired to solve complex problems through their participation in national academic competitions. Among the students’ achievements in these academic competitions, the following are particularly noteworthy:
– 2013: National Technical University of Ukraine "KPI" (Kyiv) – 3rd place in the team competition at the All-Ukrainian Student Olympiad in the field of "Information Security";
– 2015: Dnipropetrovsk National University of Railway Transport (Dnipro) – 3rd place in the team competition at the All-Ukrainian Student Olympiad in the field of “Information Security”;
– 2016: National Aviation University (Kyiv) – 3rd place in the individual competition at the 2nd All-Ukrainian Student Olympiad “Ways and Mechanisms for Protecting Ukraine’s Information Space from Harmful Information and Psychological Influences.”
In April 2015, the Second Round of the All-Ukrainian Student Olympiad in the field of "Information Security" was held at the V. Lazarian Dnipropetrovsk National University of Railway Transport.
The field of participants was exceptionally strong, including 16 teams from 13 leading universities in Ukraine.
The team from the Admiral Makarov National University of Shipbuilding was represented by the following students: team captain V. Mygil (class 5381), and team members V. Tishchenko and E. Tabakov (class 4381).
In the competition, our students also achieved strong results in specific fields: V. Tishchenko won two third-place finishes in the categories “Applied Cryptology” and “Technical Means of Information Protection,” and E. Tabakov took third place in the category “Information Security Management.”
The department submitted 14 research papers for the first round of the All-Ukrainian Student Research Competition for the 2017–2018 academic year.
In 2018, student Y.V. Fesenko (Class 2381), under the supervision of Dr. O. Blintsova,, won a prize in the second round of the All-Ukrainian Student Research Competition in the field of “Shipbuilding and Water Transport” for her research paper “Modeling a Video Surveillance System to Evaluate the Effectiveness of Detecting Violators” (Odessa National Maritime University, Odessa).
Also participating in the second round of the competition were students P. Zanoskina (Group 3381, academic advisor: S.M. Nuzhny, Ph.D., Associate Professor) and V. Khivrich (Group 3381, academic advisor: Y.I. Kasyanov, Senior Lecturer).
Based on the results of the second stage of the All-Ukrainian Student Olympiad in the field of “Cybersecurity,” held at the Dnipropetrovsk National University of Railway Transport named after Academician V. Lazarian, students from the department received the following awards:
– Sivko O., student no. 4381 — 3rd place in the course “Security of Information and Communication Systems”;
– Nechuev D., Class 4381 – Certificate of Recognition for active participation in the second stage of the All-Ukrainian Student Olympiad in the field of “Cybersecurity”;
– D. Zaporozhchenko, Class 3381 – Certificate of Recognition for active participation in the second stage of the All-Ukrainian Student Olympiad in the field of “Cybersecurity.”
Faculty members of the Department of Computer Science and Information Technology actively encourage students to participate in research activities. Since the department’s inception, more than 60 abstracts of papers presented at academic conferences by students of the department have been published.
With the participation of representatives from the Information Technology and Programming Division in the Southern Region of the Cyberpolice Department of the National Police of Ukraine, career guidance activities were conducted with students of the department during the 2017–2018 academic year. Participation of students from the department in the operational work of the National Police of Ukraine was organized during the 2017–2018 and 2018–2019 academic years.
The department has completed three independent research projects under the supervision of O.V. Blintsov, Ph.D., Professor; S.M. Nuzhny, Ph.D., Associate Professor; and M.V. Turta, Ph.D., Associate Professor.
The first results were achieved very quickly—under the supervision of Prof. O.V. Blintsev, in July 2020, Ph.D. candidate V.V. Sokolov received his Ph.D. in Engineering, and in December 2020, V.I. Korytskyi, a faculty member of the department, successfully defended his Ph.D. dissertation.
Today, the Department of Technical Information Protection (KTIB) is a close-knit team of like-minded professionals that successfully continues the work begun in 1996 by the Department of Marine Electrical Equipment. The KTIB Department provides professional training for bachelor’s degree students under the educational and professional program “Systems of Technical Information Protection and Automation of Information Processing” in specialty 125 "Cybersecurity" in the field of knowledge 12 "Information Technologies," and master’s degrees under the educational and professional program "Systems of Technical Information Protection and Automation of Information Processing" in the specialty 141 "Electric Power Engineering, Electrical Engineering, and Electromechanics" in the field of knowledge 14 "Electrical Engineering."
